CN-10-2003: When keying hours into EPIS for October 2003, verify that hours are entered for five weeks.
CN-09-2003: This change gives instructions for assessing the eligibility of battered immigrants and removes instructions on deeming the income of sponsors.
CN-08-2003: Section 113 of the Work First Manual is deleted and instructions on determining incapacity are moved from Section 113 into Section 119.
CN-07-2003: The purpose of this change notice is to incorporate instructions for writing off claims for overpayments and to incorporate policy regarding the “O” Appeal Indicator for North Carolina Debt Setoff from DSS Administrative Letter 6-2002.
CN-06-2003: Specific requirements are listed to clarify which eligibility requirements of the Work First Family Assistance Program must be met for Benefit Diversion.
CN-05-2003: The federal poverty guidelines for this year have been received. This change notice provides the updated monthly amounts for 2003.
CN-04-2003: The purpose of this change notice is to delete all references to Automated Food Stamps (AFS).
CN-03-2003: The purpose of this change is to clarify existing Family Violence Policy to include more specific guidelines in the areas of training, notification, screening, waivers, and confidentiality.

CN-02-2006: The purpose of this letter is to clarify existing Work First policy on Citizenship and Immigrant rules.

CN-05-2007: The changes that are addressed in the attached section of the Work First Manual are to revise the resource policy, clarify and define motor vehicle, clarify the policy on deeming resources to an immigrant from a sponsor.
CN-04-2007: The changes that are addressed in the attached sections of the Work First Manual are to clarify that those applicants or recipients providing evidence of currently participating in a treatment program are not required during application or review, if appropriate, to be screened for substance abuse, to clarify that spouses of step relatives do not meet the kinship rule, and to incorporate the changes related to the Work Verification Plan as a result of the Deficit Reduction Act of 2005.
CN-03-2007: The section has also been reformatted to allow for a clearer presentation of policy.
CN-02-2007: The purpose of this Change Notice is to provide policy clarification and consistency.
CN-01-2007: The Federal Poverty Guidelines have been received for this year. Therefore, this change notice provides the updated monthly amounts for 2007.
CN-08-2008: The Federal Final Rule was published in February of 2008. This final rule implements the changes to the Temporary Assistance for Needy Families (TANF) required by the Deficit Reduction Act of 2005.
CN-07-2008: The changes to Work First Manual Section 114 were made to clarify current policy and to ensure policy consistency with Division of Medical Assistance Policy, when applicable.
